Barcelona City Council, the Ayuntamiento, is in the process of developing new iron-fist strategies that they hope will help deal with acts of an uncivil nature such as prostitution, hooliganism, graffiti and begging. Joan Clos, the Mayor of Barcelona, hopes that an increase in the number of fines issued will reduce the number of incidents taking place.

The new raft of measures, which are expected to be approved during November or December this year, would come into force from January next year. The finished text could include details of the rights and duties of citizens, the means by which uncivil acts are to be dealt with and the sanctions or fines to be imposed for each case.
