The Civil Guard has arrested 23 members of a network that sold, in several provinces including Barcelona and Lleida, false documents to immigrants who were illegally in Spain.

The operation carried out in Navarra, Murcia and La Rioja, was started in 2009 following several IDs of foreign citizens in the area of the Ribera de Navarra, that were suspicious.
Early investigations opined the existence of a well organized and hierarchical criminal group, whose main purpose was to facilitate the mandatory documentation for the regularization of people from the Maghreb who are in Spain illegally. Among the actions that are carried out was the forgery of certificates of registration, employment contracts and payroll records for Maghrebi citizens.

Once the group received full payment, between 12,000 and 15,000 euros, the documentation was given to the illegal immigrants. Later and also in exchange for a large sum of money, the members would get their contracts of employment or payroll number.

To avoid suspicion immigrants were in different regions and provinces, including those found in Navarra, La Rioja, Zaragoza, Huesca, Lleida, Barcelona, Huelva, Cáceres and Soria, so that each processed their documentation in their respective offices. As reported by the Civil Guard, it was discovered that the network provided payroll employment contracts for those who were already in Spain legally but who needed to renew their residence permits.
Police investigators raided 20 homes and businesses seizing numerous documents related to this operation.
