Spain energy conservation - The temperature in buildings and premises for public use, such bars, shops, railway stations or cinemas, can not exceed 26 degrees in winter nor fall below 21 degrees in summer, according to Royal Decree approved by the Council of Ministers to promote energy conservation.

The legislation also stipulates that buildings and premises with access from the street must have a door closure system which would prevent them remaining open permanently.

The royal decree amends certain technical instructions of the Rules of Thermal Installations in Buildings (RITE) and shall be implemented inside air-conditioned buildings and facilities for administrative use, commercial, cultural or leisure, as well as transit stations and airports in order to reduce their energy consumption.

The air temperature in heated enclosures shall not exceed 21 degrees Celsius, while enclosures will not be refrigerated below 26 degrees, the Ministry of Industry said in a statement.

In both cases, the relative humidity should be between 30 and 70 percent, the ministry of industry said that the Royal Decree amends certain technical instructions of Rules of Thermal Installations in Buildings (RITE). The Executive believes that this measure will stimulate business and institutional initiatives aimed at saving energy and efficiency incentives.

Its implementation is mandatory within local administrative use, commercial (shops, supermarkets, department stores or shopping centres), cultural (theatres, cinemas, auditoriums, conference centres and exhibition halls) or recreational (bars, restaurants and cafes) and passenger transport (train stations and airports).

The legislation approved today is part of the Activation Plan and Energy Efficiency Savings 2008-2011 it contains 31 steps to a more rational use of energy.
